This comes on the three-year anniversary of the death of George Floyd. The reforms were enacted on an emergency basis last year, after Floyd's death, but were subject to congressional oversight due to Washington's local legislation. Senate Republicans forced a vote on the disapproval resolution in the upper chamber, but it was overturned by the president's veto.
